Em 1994, o presidente da Rússia Boris Yeltsin ordenou a invasão da Chechênia. Em 1996, após 2 anos de sangrentos combates (com o saldo de dezenas de milhares de soldados russos mortos e centenas de milhares de chechenos mortos), o exercito russo foi derrotado retirando-se da Chechênia. Em 1997 Boris Yeltsin assinou um acordo de paz com o presidente checheno Aslan Maskhadov. Em 1999, após atentados terroristas em Moscow atribuídos a rebeldes chechênos, o então primeiro ministro da Rússia Vladimir Putin ordenou uma nova invasão a Chechênia, que teve sua capital Grozny pulverizada por pesados bombardeios.
